EG-Monitoring & Evaluation Systems for Decentralization

The main objectives of the IDF grant are: (i) to establish a monitoring and evaluation system which would enhance upward and downward accountability at the Centercomma Governoratecomma District and Local levels in support of decentralization; and (ii) to develop a consistent legal and regulatory framework for decentralization. Component 1 (Development of M&E System for decentralization) is to develop an M&E system to track the overall performance of the decentralization process in one district in each of the two selected Governorates of Fayoum and Ismailia. Component 2 (Development of a consistent legal framework for decentralization) consists of two activities: onecomma assessment of existing lawscomma regulations and decrees related to decentralization; and twocomma development of a consistent legal framework for decentralization. A mission is planned for April 15-17comma 2012 to supervise the ongoing activities and agree on a 6-months action plan to advance the activities under the Grant. Undisbursement balance as of today is $250comma600 out of $406comma900 Grant. The main objective of the IDF grant is to establish a results based monitoring and evaluation system to enhance upward and downward accountability at the Centercomma Governoratecomma District and Local levels in support of the national decentralization program of Egypt. The proposal will address and evaluate supply-side and demand-side elements of the decentralization process. On the supply sidecomma it will be limited to tracking the performance of Governorates in implementing the decentralization process and evaluating the impact of decentralization based on a number of performance indicators. On the demand sidecomma it will assess the livelihoods of the poorcomma through citizen report cards and community score cards in the Governorates of Ismaila and Fayoum.
