Objectif officiel

The purpose of this grant is to improve the monitoring capabilities of National Statistical Offices (NSOs) in Eastern and Southern African countries. This will be accomplished by creating a regional capacity at the East African Statistical Training Center (EASTC) in Dar es Salaamcomma Tanzania. EASTC will support NSOs carry out and analyze rapid service delivery surveys and strengthen their ability to executecomma analyze and use household surveys in general. The survey instrument to accomplish that will be the Core Welfare Indicator Questionnaire (CWIQ). : There are five general activities related to this grant: I. Setting up a CWIQ Unit at the EASTC: This will involve 1) staffing the CWIQ unit (paid for from counterpart contribution)comma 2) acquiring equipment for training and processing of CWIQ surveyscomma 3) recruiting a consultant to assist in establishing policies and procedures for the administration and financial management of the CWIQ unitcomma and 4) designing training courses. II. Basic CWIQ training and recruitment of Technical Assistance (TA) teams: The CWIQ unit will organize a 4-5 week basic CWIQ training course. An internationally recruited trainer will conduct the course. The CWIQ unit will identify and recruit 8 highly qualifiedcomma experienced candidates from both the public and private sectors to participate. At the end of the training coursecomma the candidates will be able to conduct CWIQ pilot/demonstration surveys and to assist NSOs to plan and implement national surveys. Equipment will be issued to each team. III. Support to TA teams for initial CWIQ surveys: Once the TA teams have been trainedcomma the CWIQ unit will be able to respond to requests from countries planning to carry out CWIQ-type surveys with the support of an international consultant. IV. Advanced CWIQ training: After a years experience supporting CWIQ projects in the regioncomma the CWIQ unit will organize a second 4-5 week advanced CWIQ training course for the TA teams. An internationally recruited trainer will conduct the course. At the completion of this coursecomma the TA teams will be qualified to develop new modules (sectoral questionnaires) to the existing core CWIQ and analyze the data over time. V. Support to TA teams for use of Advanced CWIQ surveys: The CWIQ unit will initiate six additional CWIQ projects following the advanced training course. After successfully completing a total of 12 CWIQ projectscomma the EASTC CWIQ unit will be able to train national statistics office personnel to organize and implement CWIQ surveys with limited or no additional technical assistance. An international consultant will also be on hand in the initial advanced phase to ensure that the TA teams will be able to transfer the knowledge to NSOs without further support
