Ethiopia¿s combination of demographic weight, economic development opportunities, reform ambitions and central role in the Horn of Africa region, makes it a pivotal partner for the EU. EU-ETH relations are on a positive trajectory, with consistent engagements by EUSR HoA and EU HoD in Addis Ababa, as well as recent high-level meetings [1]. [placeholder ¿ to be adjusted after COAFR meetings] The concept of proposing a Comprehensive Strategic Partnership with Ethiopia has been validated by the cabinets of HRVP and Commissioner for International Partnerships. It would structure the partnership around three pillars: i) promotion of economic development and regional integration through strategic Global Gateway investments; ii) Governance, regional peace and security; and iii) People and mobility.However, several issues are weighing negatively on the partnership too, including concerns regarding ongoing macro-economic reforms, the restriction of civil space and overall deterioration of the security situation in the country. The Pretoria Agreement, known as the Cessation of Hostilities Agreement (CoHA) remains the valid framework for peace in the north of Ethiopia but is undercut by lack of implementation and competing interpretations by different groups. Conflict across Amhara and Oromia is exacerbated by armed clashes involving different rebellious Amhara factions, the Oromo Liberation Army, and Ethiopia¿s National Defence Forces respectively. Situations are also tense in Benishangul-Gumuz and on the Somali-Oromia border, with intensified clashes contribution to population displacements. These conflicts contribute to overall insecurity and economic distress. Ethiopia is heading toward national elections in June 2026 without a level playing field for all political actors. International support, particularly to independent media and civil society, is likely to face scrutiny from the government. Ethiopia is undergoing a complex and challenging transition, which EU and MS support can orient in a positive direction.Part of this delicate transition is the country¿s highly visible focus on digital transformation, spearheaded by Prime Minister Abiy Ahmed and supported by high-level policies[WJ(AA1] such as the recently published Digital Ethiopia 2030 Strategy. Through the said strategy, the Government of Ethiopia wishes to ¿drive economic transformation and foster technology-driven growth btu integrating digital solutions into every aspect of national life¿. In doing so, it aims to position Ethiopia as a leading African and regional tech hub with a specific focus on digital sovereignty. Initiatives consist of the expansion of Digital IDs, further establish Ethiopia as a hub for AI solutions development and other.
