Support to digital transformation in Ethiopia through digital skills development in Technical and Vocational Education andTraining (TVET)

Objectif officiel

The Action is part of the envisaged 360 degree approach to digital transformation in Ethiopia, aimed at narrowing the digital divide, contributing to the digital transformation of traditional industries, further developing the country¿s digital ecosystem, attracting private investments in Ethiopia¿s digital economy and fostering global digital socioeconomic growth and sustainable development. Foreseen support to digital skills development to enhance (macro-) economic competitiveness and digital transformation will be coordinated, inter alia, with efforts aimed at enhancing business environment, enabling private sector initiatives in key value chains and supporting green and circular business development for sustainable agri-food systems, where digital solutions are key to both technological advances in farming and processing practices, as well as in financing models.The Action will enhance the use of digital technologies in training, while also increasing the understanding and digital know-how of TVET teachers and equipping students with market-relevant digital and entrepreneurship skills and improve the employability of TVET graduates in the (digital) economy. The latter will be fostered by facilitating their access to the labour market (wage/self-employment) through the close involvement of the private sector in TVET colleges and the use of innovative financial instruments (e.g. incubation, challenge funds, etc). The Action will promote a Team Europe approach ensuring strong coordination and the creation of synergies with relevant EU Member States (EU MS) interventions, potentially including the mobilisation of relevant expertise within the EU MS Organisations already working in Ethiopia. It will support the implementation of the national TVET strategy, possibly through a contribution to a basket fund with a results-based approach designed by KfW and implemented under the direct responsibility of the Ministry of Labour and Skills. In addition, the Action will also consider (multi-partner) contribution agreements, grant agreements and service contracts to support the implementation of specific components.This Action will mainstream gender equality and social inclusion, also taking into account the digital divide and local needs in terms of skills and languages. It will also promote a HDP nexus approach. The action contributes to SDG 4, SDG 5, SDG 8 and SDG 9.
