SPIDER Phase-out Support 2022 and 2023. SPIDER (Swedish Program for ICT in Developing Regions) is a resource and competence center housed at Stockholm University, at the Department of Computer and System Science in Kista. The organization works to spread knowledge about and methods for integrating ICT in and for development. This by supporting projects, running and participating in networks, working with capacity building and researching projects. The thematic subject areas are primarily health, education and transparency/freedom of expression, but in recent years have broadened further into smart city planning, among other things. Sida has collaborated with Spider since 2004, when Sida helped start SPIDER as a center for ICT4D. Since then, several strategies at Sida have given support to SPIDER. The latest agreement between the Global Economic Sustainable Development Unit (Globec) and SPIDER originally ran from 2015 to 2019, but was subsequently extended twice until September 2021. The effort is registered as program support, but in practice is used as a hybrid between program and core support by SPIDER. This is because Globec's funds are used for core functions such as administration and communication, as well as contributing to a critical mass of personnel. At the same time, SPIDER is supported by three other units at Sida, Somalia, CapDev and Forsk. Funds are also delegated from the research strategy to a number of embassies, which in turn support SPIDER via the International Science Program at Uppsala University. There has been limited coordination between the units at Sida and no coordination in terms of contract terms and reporting. This has meant a large administrative burden for SPIDER. SPIDER is a valuable partner for Sida, with good knowledge of the countries where they work and an important player in Swedish resource base development. They are also one of very few Swedish players in the digital development sector. They have the potential and ambitions to be an important voice for Swedish priorities in ICT, as well as to be a gathering point for Swedish organizations and individuals in ICT. SPIDER has achieved good results during the past agreement period, and has shown a good capacity to reach people in poverty and strengthen rights holders' abilities. At the same time, Sida assesses that the current program has limited relevance for the strategy for Sweden's global development cooperation within sustainable economic development 2018-2022. To a limited extent, the program has delivered results within the change channels Global processes and normative dialogue as well as National processes and institutions, as identified in the operationalization of the strategy.
