Tanzania Energy Sector Reform Programme

Objectif officiel

The Financing Agreement 040-387, signed by the Government of Tanzania on 17/09/2020 and entered into force on 30/09/2020 has a final date for Contracting (D+3) currently on 30/09/2023, while the end date of operational implementation period is 30/09/2024 and the end of the period of execution is 30/09/2026. The purpose of this Addendum, by changing the modality to budget support is to allow EU support to the Energy Sector more cost effectively and with greater ownership by the Government. The budget support would resolve the delays accumulated while contributing to the achievement of the same objectives. The overall objective of the Programme is to enhance the sustainable development of the Tanzanian energy sector through the following Specific Objectives SO: ·        SO1: Improved service delivery (Availability, Affordability, Acceptability and Quality) and value for money for the customers of the national utility TANESCO;·        SO 2: Strengthened role of clean energy, conducive business environment and integrated planning in energy policy;·        SO 3: Reinforced energy sector knowledge and analysis by stakeholders, including private investors, academia and civil society organizations (gender sensitive). The Expected outputs are: ·        EOI: Improved work methods, capabilities, planning and equipment at TANESCO;·        EO2: New/updated energy policies, strategies, planning and action plans drafted and related capacity of relevant government agencies enhanced;·        EO3: Improved energy and climate data dissemination tools as well as capacity of government agencies for energy and climate data collection, management and synthesis. EO 1 and 2 are currently implemented through international tenders in Services and Supplies, under Indirect management with the partner country (the Commission will control ex ante all the procurement procedures). EO 3 will be implemented under indirect management with a Member State or International Organisation (negotiations are currently ongoing with Expertise France), with an indicative budget of EUR 5 m.The purpose of this Addendum, by changing the modality to budget support is to allow EU support to the Energy Sector more cost effectively and with greater ownership by the Government.
