Inclusive Markets for Energy Efficiency in Uganda -Phase 2 (IMEU-II) is a consortium initiative project led by SNV Netherlands Development Organization (SNV) in partnership with Private Sector Foundation Uganda (PSFU) and Makerere University, College of Engineering, Design, Art and Technology (CEDAT), with the Swedish Embassy in Kampala. The contribution is planned to be financed only for the first 37 months of the proposed 61 months programme during the period December 2025–December 2028, with a total budget of 105,000,000 SEK (out of the proposed total budget for the 61 months programme amounting to 120,000,000 SEK). IMEU-II builds on the achievements, challenges and lessons learned from IMEU-I, implemented from 2021-2025, which focused on catalyzing the adoption of energy efficiency (EE) technologies, strengthening market systems, and shaping an enabling environment through inclusive finance, policy engagement, and knowledge generation. The project, in this phase 2 aims to improve the livelihoods of households and increase the resilience and competitiveness of businesses and Social Institutions (SI) through the scaled adoption of Energy Efficiency (EE) technologies and practices with a focus on specific agricultural value chains and the built environment. A social institution in this context is an entity that provides social services e.g. health, education, rehabilitation and integration centres. Geographically, the project shall be implemented in 36 targeted districts across nine sub-regions in Uganda and within selected agro-ecological zones. In the selected agro-ecological zones, six agricultural value chains: tea, coffee, maize, dairy, horticulture (fruits and vegetables), and oilseeds (sunflower and soybeans) will be the primary focus of the project. IMEU-II will contribute to a measurable reduction in energy demand, reduced Green House Gas (GHG), improved competitiveness of businesses, resilience of social institutions, as well as enhanced livelihoods for households and promotion of trade through development assistance. IMEU-II will also unlock scalable and sustainable energy-efficient solutions that deliver lasting benefits. Objectives and Implementation The project aims to achieve the following objectives: Create a strong, diverse, and sustainable Supply ecosystem for quality EE products and services. Increase access to EE products and services for businesses, households, and institutions Strengthen the Policy, regulatory, and institutional framework for the growth of EE markets.
