Joint Programme:Strengthening evidence-based and inclusive planning, budgeting, and monitoring for SDG transitions at the local level in Egypt

Localizing the SDGs is critical to fast-tracking Egypts developmental path. This was emphasized in the 2021 Voluntary National Review that cited localizationas a means for addressing geographic and spatial disparities and ensuring that the principles of inclusive growth and leaving no one and no place behind arerealized.A series of shocks has exacerbated Egypts socioeconomic challenges in recent years, including COV/0-19 and crises in Ukraine, Sudan and Gaza. These have heightened cost-of-living challenges and highlighted the importance of strengthening food and social protection system strengthening as critical foraccelerating the SDGs.The Egypt Joint Programme (JP) proposes on integrated set of activities to support the strengthening of food systems and social protection at the locallevel. These will inform policy frameworks, strengthen capacity, and generate knowledge. The JP also supports enhanced planning, budgeting, andmonitoring approaches that con be tailored and applied to other priority SDG transitions appropriate to different local contexts. It is anchored in Egypts Vision 2030 and the UNSDCF 2023-27, which emphasizes SDG localization as a priority, with multi-level government coordination led by the Ministry of Planning, Economic Development, and International Cooperation.Specifically, the JP will contribute to:• Advocacy: Enhancing multistakeholder engagement far effective and participatory local-level planning and monitoring using collaborative tools (e.g., social innovation platforms) in selected governorotes.• Action: Improving efficiency of public spending through participatory budgeting and community monitoring at the city and governorate level in selected locations.• Monitoring: Promoting local monitoring and reporting through developing well-coordinated Governorate and City-Level Voluntary Local Reviews (VLRs), and strengthening sub-national data collection,management and availability.
