Contract related to: Digital Land Governance Programme (DLGP) Phase II - Kenya is a strategic partner to the EU and a leader in digitalisation, with a vibrant innovation ecosystem, tech savvy young workforce, relatively robust infrastructure and commitment to human-centred policies. These strengths offer opportunities for European and Kenyan private sector, for digital labour market integration and further Global Gateway investments. This Action also provides an important avenue to address challenges of unequal internet access, especially for women and persons with disabilities, youth unemployment, corruption, climate change, and trust in digital services. This Action strengthens Team Europe¿s long-term digital partnership with Kenya, leveraging European public and private expertise and investments as part of a human-centred offer. The offer focuses on secure infrastructure investments to bridge the digital gap, and 360 support to equip Kenyans with the skills to thrive in the digital economy safely and securely on the basis of a human-centred policy and regulatory framework. As a Global Gateway Initiative and Equality flagship, the Action expands on the Digital Economy Package for Kenya launched in 2023. It contributes EUR 44 000 000 in grants, leveraging an expected EUR 130 000 000 in loans and EUR 5 300 000 in grants from Team Europe. In complementarity, the EU seeks to build a pipeline of EFSD+ investments in digital infrastructure, and to further digital diplomacy goals through the Team Europe Digital Hub.As part of the Team Europe Initiative on Human-Centred Digitalisation, the Action has three specific objectives to:1)    Reduce digital connectivity gaps by expanding broadband networks in underserved and unserved areas through a mixed-technology approach. Private sector will be incentivised to invest in climate-resilient, affordable, secure, accessible and reliable internet connections, coupled with governance support to ensure adequate management and operations of the network, a conducive regulatory framework and engagement with communities, local authorities and civil society.2)Grow the digital economy by improving the capacity of Kenyan businesses to export digital services to Europe and by skilling Kenya¿s young IT talent for global digital jobs in areas like AI innovation, IT enabled services (ITES) and business process outsourcing (BPO). This helps address forthcoming EU labour shortages while creating opportunities for youth, women, persons with disabilities and disadvantaged groups. A possible future EU data protection adequacy decision for Kenya is an important enabler. 3)    Strengthen digital governance by enhancing policies, laws and regulations and their implementation in line with human-centred principles.
