<p>Liberia¿s limited transport infrastructure and the legacy of conflict have constrained international connectivity and institutional capacities. In this context, air transport - centered on Roberts International Airport (RIA) - is essential for trade, mobility, and access to regional and global markets. RIA is the country¿s main international gateway and a key node for regional and intercontinental connectivity. At present, Brussels Airlines, part of the Lufthansa Group, is the only European carrier maintaining regular connections to Monrovia. Ensuring the continuity of this connection requires sustained compliance with international aviation safety and security standards.</p><p>However, RIA faces significant gaps in safety-critical infrastructure, equipment, and operational systems, limiting compliance with International Civil Aviation Organization (ICAO) standards and constraining emergency preparedness. These gaps also restrict the handling of certain cargo categories, including dangerous goods, thereby limiting trade potential.</p><p>The proposed action addresses these challenges through an integrated approach combining (i) provision of critical safety and emergency response equipment, (ii) rehabilitation and upgrading of safety-critical infrastructure, and (iii) strengthening of operational capacities and maintenance systems. This ensures that investments are not only delivered but also effectively operated and sustained.</p><p>An inception phase of up to six months will allow for detailed technical assessments, finalisation of specifications, and refinement of the scope and budget. Given that the available EU contribution of EUR 7.8 million is based on preliminary estimates for the civil works component, this phase is essential to define final budget requirements in a realistic and evidence-based manner for the civil works.</p><p>The action is aligned with the EU Global Gateway strategy and contributes to key Sustainable Development Goals, including SDG 9 (resilient infrastructure), SDG 3 (health and safety), and SDG 8 (economic growth). It supports ongoing EU and partner efforts and strengthens Liberia¿s institutional capacity, while contributing to safer, more reliable air connectivity and expanded trade opportunities.</p><p>The Multi-Donor Action ¿Enhancing Safe and Secure Air Connectivity at Roberts International Airport, Monrovia¿ is jointly co-financed by the European Union and the Federal Ministry of Economic Cooperation and Development (BMZ) and implemented by GIZ as part of the BMZ project ¿Integrated Corridors for Economic Growth in Africa (Support to PIDA)¿ (Africa InCORE). The total funding for the BMZ project Africa InCORE will be 16.8 million EUR, BMZ¿s share of the total funding is 9 Mio EUR.</p><p>The total budget of this Action is 8.6 million EUR (EU contribution 7.8 million EUR and BMZ contribution 800,000 EUR).</p><p class="ql-align-justify">The <strong>Overall Objective</strong> of the Action is to improve the safety,
