Tchad - Appui Institutionnel à l' Office National des Postes et Télécommunications (ONPT)

Objectif officiel

The proposed project is an institutional support to the National Post and Telecommunications Board of Chad. The Bank granted a loan of FUA 16.40 million to the Government of Chad in December 1986 to finance the Telecommunications Infrastructure Rehabilitation (TIR) Project. A project management unit was established within the Telecommunications Department. During the aircrash that occurred on 19/09/1989, the telecommunications director and the project manager died. This incident, whose gravity was quickly discerned was likely to threaten the steady progress of the project and hinder its continuation. For this reason, it was deemed necessary to provide institutional support to ONPT in the form of technical assistance and contribution to the training of its high-level staff. The project thus defined should make it possible to overcome difficulties brought about by the deaths and to ensure the smooth continuation of the TIR project. The institutional support to be granted to ONPT is made up of the following three components: (i) recruitment of three technical assistants to assist the project director, the project manager and the official responsible for the national frequency management office; (ii) training of 5 high level telecommunications engineers, 2 principal telecommunications inspectors, 2 officers respectively specialized in finance and financial analysis; (iii) procurement of equipment and logistic support equipment (all-purpose vehicles, motorcycle, batch of office equipment, micro-computer with printer and terminals).
