EU Climate Finance Support for the GoU

The Uganda team has had initial discussions (see BTOR here) about a 3M Euro budget available to support the Government directly with Climate Finance and Climate Finance readiness. While the timeline is flexible, our preliminary understanding is that it would be approximately 2-3M Euro over 3 years. GGGI and the Ministry of Finance will propose the timeline for discussion with the EU. Potential support areas have been discussed and could be: 1. Green Bonds 2. Climate Finance Unit support (GGGI updated them on the developments with FCDO) 3. Article 6 readiness on the GoU side Other work streams may be included, but these are the initial priorities. Since these are areas of experience for GGGI, we look forward to discussing possible outputs with the respective units (Carbon Pricing Unit, IPSD for Green Bonds) GGGI and EU agreed on this partnership and will now embark on the next steps: 1. “Strategic Fish” development (a strategic-level 1 page document with the major work areas)– February 2022 2. Action Document development – May 2022 As GGGI has done before, more detailed project design 3. Within the EU: consultations, quality review meeting (QRM) and decision making. We undestand the final decision will be made before the end of 2022. While GGGI and the EU jointly develop the proposal, we can move in parallel with HQ to work out the (standard) contracting documents 4. Signing of the legal documents would probably be early 2023 with the GOU followed by signing by EU-GGGI maybe early Q2 2023.
