Objectif officiel
1.1 Programme OverviewThe Liberia Energy and Environment for Inclusive Development (LEED) programme is a portfolio-based, systems-driven initiative under UNDP Liberia’s Inclusive Green Growth Pillar. It aims to accelerate sustainable energy access, environmental resilience, and green livelihoods while addressing interconnected development challenges such as poverty, inequality, climate vulnerability, and weak infrastructure.The LEED programme adopts a portfolio approach—a dynamic, iterative, and learning-oriented framework that tests multiple interventions simultaneously to tackle complex system-level barriers holistically.Background and Situational Analysis (Expanded)2.1 Country Development ContextLiberia is a low-income, fragile, and climate-vulnerable country recovering from prolonged conflict and economic shocks. While progress has been made in governance and macroeconomic stability, structural constraints continue to limit inclusive and sustainable growth.The country’s development trajectory is shaped by:• High poverty levels and limited access to basic services• Weak infrastructure, particularly in energy and transport• Heavy reliance on natural resources (forestry, agriculture, mining)• Low industrialization and limited economic diversificationThe Government of Liberia has prioritized inclusive green growth as a pathway to achieving sustainable development, aligning with the Pro-Poor Agenda for Prosperity and Development (PAPD) and global commitments such as the SDGs and Paris Agreement.
