<p class="ql-align-justify">The Action ¿Sustainable Rural Development through Renewable Energy with Special Focus on Women-Led Enterprises in Sierra Leone (SURE)¿ builds on GIZ¿s long-standing experience in rural electrification in Sierra Leone under the Energising Development Programme (EnDev) and directly follows the implementation of the pilot action ¿Transformational Energy Use for Sierra Leone 1¿ (TEUSL 1) co-funded by the EU under the contribution agreement signed with GIZ for implementation of activities within the EU-GoSL Financing Agreement for ¿Transformational Energy Access for Sierra Leone¿ (TEASL) programme.</p><p class="ql-align-justify">As the follow-up to TEUSL 1, which focused on pilot regions to identify, design, and test the most promising entrepreneurial uses of off-grid renewable energy around existing mini-grids in particular, SURE, on one hand, will integrate lessons learned and scale up successful approaches, but on the other hand, increase its impact through a broader scope of activities and implementation on a national level.</p><p class="ql-align-justify">The <strong>Specific Objective</strong> of SURE is: ¿Promote the use of renewable energies, technologies and digitalisation, with a focus on strengthening rural value chains in Sierra Leone¿.</p><p class="ql-align-justify">The <strong>Outputs</strong> to be delivered by this Action are:</p><p class="ql-align-justify"><strong>Output 1: Capacities of the technical and managerial staff in selected public institutions to implement market-development strategies in the renewable energy sector are reinforced.</strong> This includes providing targeted planning support to the Ministry of Energy (and other key sector Ministries, Departments, and Agencies (MDAs), introducing standardised energy-planning and project-management tools, and strengthening coordination mechanisms to ensure coherent policies, improved sector governance, effective monitoring systems, operation and maintenance models and the integration of productive energy use into rural value chains. The assistance further contributes to establishing an enabling investment framework for private-sector participation in renewable energy projects.</p><p class="ql-align-justify"><strong>Output 2: The skills and competencies of the labour force and businesses in the renewable energy sector are improved. </strong>Enhance human capacity by establishing a national Centre of Excellence for Renewable Energy, equipping TVET institutions, harmonising curricula, conducting ToT programmes, and providing targeted scholarships, mentorships, and entrepreneurship support, in particular for women and youth.</p><p class="ql-align-justify"><strong>Output 3: </strong> <strong>Private-sector actors and households have improved access to financial services for accessing renewable energies to develop rural value chains.</strong> Expand access to finance through advising and training financial institutions to assess renewable energy projects and
