This article analyzes actions for the concentrated review of constitutionality within the context of the 1988 Federal Constitution, which ushered in a new dynamic for the Brazilian judiciary by expanding access to justice and strengthening the protection of fundamental rights. The use of these legal actions driven by the system of constitutional review has positioned the Supreme Federal Court (STF) as a key player in resolving disputes over public policies and rights, thereby influencing the country's social and political life. The mobilization of law emerges as a strategy for social groups to reaffirm rights and challenge power structures, utilizing the judiciary as a tool for emancipation and social transformation. Moving beyond legal formalism, the study proposes a critical view of law as a social phenomenon shaped by power relations and symbolic struggles, highlighting its role in the realization of fundamental rights and the reshaping of public policies.
