For ultra-reliable and low-latency communication (URLLC), grant-free access is a crucial strategy for achieving low latency while ensuring high reliability through packet repetitions. However, meeting the stringent reliability requirements of URLLC inevitably leads to significant resource wastage due to the transmission of multiple replicas, which contradicts the constrained spectrum resources in 6G scenarios. To address this challenge, we propose a fine-grained grant-free transmission scheme that integrates time-frequency resource allocation with successive interference cancellation (SIC). A topology-based coordinated decoding strategy is introduced to exploit interference heterogeneity across distributed APs, significantly enhancing decoding probability under collisions without requiring prior user information. Simulation results demonstrate that the proposed scheme outperforms fully-centralized and user-centric benchmarks. Given the same bandwidth, our scheme achieves higher network availability with fewer replicas, thereby significantly improving resource utilization efficiency.
