Transformational Leadership and Sensemaking in Sustainable Strategic Change Aligned with the Sdgs: A Case Study of a Higher Education Institution Pursuing University Status

Objective: This paper investigates how transformational leadership engages in sensemaking to drive sustainable strategic transformation in Chinese higher education institutions, particularly those striving for university status under the 14th Five-Year Plans. Aligned with SDG 4.7, it emphasizes how HEIs construct strategic direction and focus during sustainable transformation. Theoretical Framework: The research draws upon theories of transformational leadership and sensemaking. These frameworks provide insight into how leaders interpret and respond to ambiguity during organizational change, emphasizing communication, reflection, and social cognition. Method: This case study focuses on the 14th Five-Year Educational Development Plan of Guangxi University of Finance and Economics. Document analysis was used to examine the plan’s strategic goals and implementation measures, with particular focus on goal articulation, organizational commitment, and adaptability. Results and Discussion: The findings reveal that transformational leaders employ discursive strategies rooted in sensemaking to align organizational action with strategic goals. These strategies foster a shared vision, enhance internal support for talent development, and promote reflective, organized research. Ambiguities in the transformation process are managed through purposeful leadership communication and cognitive framing. Research Implications: The paper offers both theoretical and practical implications by demonstrating how leadership sensemaking supports strategic transformation. It provides insights for policymakers and institutional leaders seeking to promote sustainable change in higher education. Originality/Value: This paper contributes to the literature by linking transformational leadership and sensemaking within the context of strategic educational reform. It offers an original perspective on how leadership discourse can shape institutional identity and direction during critical phases of development.
