An Overview of Two Decades of College Access Research

Racial and ethnic diversity in the United States is commonly examined through an urban lens focusing on metropolitan areas. Yet population data from the 2020 US Census indicates that 24% of the inhabitants of rural America are People of Color¹. Moreover, racial diversity in rural settings is on the rise, even as many rural areas are experiencing a gradual decline in their overall population. Meanwhile, rural people and places are often overlooked in national education policy discourse, despite clear educational inequities. Rural youth enroll in college at lower rates than their urban and suburban counterparts, and NCES data shows that fewer than 25% of rural residents aged 25 or over held at least a bachelor’s degree, compared to roughly 37% of urban and suburban residents. Data were analyzed using a framework synthesis approach, which builds on thematic summaries “by allowing the initial conceptual framework to evolve during the synthesis as the reviewers become more familiar with the literature being reviewed”.
