Spatial Effects of Rural Digitalisation and Planning Responses

数字化转型是具有全球共识性的重大命题，数字技术正在深刻影响着乡村的生产方式、治理方式与生活方式。2019 年至今，随着《数字乡村发展战略纲要》《数字乡村建设指南》等系列政策文件的出台，数字技术赋能乡村振兴，对城乡融合发展与乡村治理现代化具有重要意义。 乡村地区伴随着数字化的嵌入，带来物质空间的演化与经济空间、社会空间的转型。然而，技术进步是一把“双刃剑”，离心力和向心力同时存在，这一过程既带来了不同地区之间发展差距的拉近，也可能由于发达地区的数字红利而倒吸其他地区的资源，进一步加剧空间差距或产生新的空间不平衡，也就是所谓的“数字鸿沟”（Digital Divide）（图 1）。研究数字化发展的空间效应及其规划治理问题是目前全球数字化研究领域的前沿方向之一 。 本文从城乡规划学学科视角，结合课题组已开展的数据分析与田野调查研究成果，建构了研究内容分析体系 ：基于"数字接入—数字使用—数字成果”3 个维度识别乡村数字化发展带来的空间效应，并从空间结构体系、特色产业发展、公共服务优化等方面研究乡村规划应对策略。
