Development of Sectoral Guide and District Plans for Integrated Land Use Planning, capacity development for access to finance, and rural women empowerment for climate actions

Objectif officiel

The main objective of this Readiness is to enable the efficient and effective implementation of the provisions and recommendations of the National Land use and Development Master Plan (NLUDMP – 2050)3 through the elaboration of Green District Land Use Plans (DLUPs), Capacity development of land sub-sector actors, and DAE (MoE) to strengthen integrated land use planning and enhance access to climate finance in Rwanda. Specifically, the project will focus on (1) integration of climate resilient spatial planning aspects, green economy, social inclusion, and environmental management into the development of Green District Land Use Plans (GDLUP), (2) It will build capacities of land sub-sector actors especially the Rwanda Environment Management Authority (REMA), National land Authority (NLA) and local government institutions (The Districts ), toward climate-resilient human settlement planning and development in Rwanda, (3) rural women empowerment for climate actions, and (4) development of the capacity of DAE (MoE) for sectoral project development to strengthen Rwanda’s access to climate finance and stakeholders coordination The results will support the realization of the government of Rwanda’s sustainable development aspirations planned in key national strategies and plans including the NLUDMP – 2050, The Government of Rwanda Seven Years Programme: National Strategy for Transformation (NST1 2017- 2024), Sector Strategic Plans (SSPs, 2018/2024), and related District Development Strategies (DDS, 2018/2024), the City of Kigali and Secondary Cities’ Green City Development Master Plans (2020 – 2050). These strategies and plans are aligned with the Rwanda Green Growth and Climate Resilience Strategy (GGCRS) and Nationally Determined Contributions (NDCs) and the National Roadmap for Green Secondary Cities Development in Rwanda (NR 2016), toward climate resilient and sustainable development in Rwanda.
