Objectif officiel

The Programme will lay the institutional, financial, and technical foundations for accelerating inclusive access to sustainable energy. Grounded in national strategies including SNEDD 2024–2033 and Plan Yeelen Kura, the programme proposes a package of feasibility studies, stakeholder engagement, and financial design activities to unlock investment for decentralized, climate-resilient energy solutions.The programme will conduct energy access and investment viability assessments across 100 localities to determine needs, affordability, and appropriate technologies. It will produce a national implementation strategy that includes a detailed investment plan and innovative financing models tailored to underserved communities. Key outputs include high-resolution geological hydrogen mapping and techno-economic design for a 50 kW pilot well and demonstration plant, as well as a feasibility and proof-of-concept study for the proposed Mali Food Systems and Energy Transformation Investment Facility (MFSET-IF).To ensure ownership and durability, the programme will carry out multi-level stakeholder consultations and co-develop social, environmental, and gender safeguard frameworks. National visibility and validation workshops will strengthen buy-in across government and communities.Expected results include a pipeline of investable projects, a blended finance design leveraging concessional and diaspora capital, and cost reductions in decentralized electricity delivery—from $0.83/kWh to $0.51/kWh—based on UNDP’s Derisking Renewable Energy Investment (DREI) framework in Mali. The proposed financial mechanism targets an initial leverage ratio of 1:4 considered prudent and realistic based on available data for the Malian context. This ratio will serve as a foundation for early capital mobilizations, while paving the way for a gradual ambition to reach higher levels up to 1:8 as market conditions and institutional capacities improve.
