Supporting NDCs Stocktaking and NDCs Revision Roadmap for Sudan

Sudan submitted its revised Nationally Determined Contribution (NDC) in 2022, reaffirming its commitment to the Paris Agreement and to a transition toward low-carbon, climate-resilient development aligned with its long-term national vision. The 2022 NDC built upon the Third National Communication, Biennial Update Report, and national REDD+ processes, ensuring a balanced focus on mitigation and adaptation. Priority mitigation sectors included energy, forestry, and waste, while adaptation efforts focused on water resources, agriculture, public health, and coastal zones, with implementation planned through 2030. The NDC estimated financing needs of USD 4.393 billion for mitigation and USD 3.850 billion for adaptation.Widespread destruction of energy infrastructure, mass displacement, deterioration of essential services, degradation of natural resources, and increased environmental pollution have altered both the country’s emissions profile and its climate vulnerability landscape. These changes necessitate a comprehensive stocktaking exercise to assess the current status of NDC implementation, evaluate the continued relevance of the low-carbon development pathway developed in 2021, and recalibrate baselines, targets, timelines, and priority interventions to reflect the new national context.Through Climate Promise 2, UNDP will support Sudan in: (i) conducting a systematic stocktaking of NDC implementation and the impacts of the conflict on priority sectors; (ii) reassessing the relevance and ambition of mitigation and adaptation targets; (iii) recalibrating sectoral timelines, targets, and interventions; and (iv) developing
