Contract related to: ME3 Energy Coordinator/Consultant - This Action aims to accelerate Malawi¿s low carbon and climate resilient economic growth and sustainable development (Overall Objective). It will do so by enhancing the access and efficiency of Malawi¿s electricity value chain in its generation, transmission, distribution and supply/sale, and system control components, and by supporting the investment climate and growing technical capacity demands for the implementation of the ambitious Malawi energy sector transformation agenda.The Malawi Energy Efficiency Enhancement (ME3) Programme targets several intervention areas, namely:1.    Increasing electricity generation capacity managed by the Electricity Generation Company (Malawi) Ltd (EGENCO) through rehabilitation of several Hydropower plants (HPPs) some of which have suffered serious damages due to cyclones;2.    Increasing availability, reliability and efficiency of electricity (transmission and distribution) networks managed by the Electricity Supply Corporation of Malawi Limited (ESCOM), with a particular outlook on climate resilient infrastructure;3.    Improving energy management systems (EMSs) on the distribution network through the Supervisory Control and Data Acquisition (SCADA) and Advanced Metering Infrastructure (AMI) systems as well as other digitalisation tools; and4.    Promoting conducive investment conditions necessary to realise the ambitious energy sector investment targets, including supporting skills development initiatives aimed at ensuring technical competences necessary for energy infrastructure deployment.This Global Gateway energy initiative contributes to meeting the ambitious targets set in the National Energy Compact for Malawi and the revamped Malawi Energy Policy, and forms a key component of the EU Energy Package for Malawi.The Action also contributes to the TEI Green Growth for Malawi.Multiple regions of Malawi would benefit from the programme. The infrastructure investments proposed under the Action complement the substantial EU investments in electricity generation and networks (transmission, distribution and supply/sale) ongoing and in the pipeline, notably the Mozambique-Malawi Transmission Interconnector, the Mpatamanga HPP, and Rehabilitation of the Eastern Backbone Transmission Line projects, which are set to have significant positive impact on the macroeconomic and fiscal situation of the country.
