<p class="ql-align-justify">In line with the Mozambique¿s Government priorities, especially the pillar 3 of the Energy Transition Strategy (ETS) and the national programme ¿<strong><em>Energia para todos</em>¿</strong>, the Action seeks to contribute to the achievement of universal access to electricity and to energy services in Mozambique by providing on and off-grid access with a Team Europe approach, with a particular emphasis on the nexus energy, education and digital technology.</p><p class="ql-align-justify">The Action will focus geographically in the <strong>Provinces of Nampula, Zambezia, Tete, Cabo Delgado, Niassa and Sofala. </strong>The geographical focus will overlap to the extent possible with the other initiatives of AAP 2026 on digital and education. Ensuring access to electricity for social facilities, particularly schools, and digital services such as the "Centros Multimedia Comunitarios" will be crucial when electrifying communities for both components.</p><p class="ql-align-justify">The Overall Objective of this action is to contribute to a sustainable, inclusive and climate-resilient socio-economic development through enhanced access to electricity and to its services in Mozambique, with a particular emphasis on the nexus energy, education and digital technology.</p><p class="ql-align-justify">The Action will be structured around two specific objectives (SO): <strong>SO1: Scaling-up off-grid electricity access and energy services through isolated mini-grids, a</strong>nd <strong>SO2: Expanding energy access and services through grid Electrification</strong>, providing access to electricity to at least 5,560,407 people, to over 4,000 enterprises and to over 500 schools and health centres, and leveraging EUR 522 million from public and private stakeholders. This will contribute to increase the national access rate of 12.4%. </p><p class="ql-align-justify">The EU private sector is well placed to play a major role in the action, investing and operating mini-grids in SO1 and providing technical assistance, capacity building and owner¿s engineer services, and as Engineering, Procurement and Construction (EPC) contractor and equipment supplier in SO2. The playing field for EU companies will be levelled by strategic procurement and looking for the best value for money.</p><p class="ql-align-justify">The Action contributes to the MIP¿s Priority Area 1 (Growing Green): SO3 (Mozambique increases its low-carbon, climate-resilient and sustainable infrastructures.), Result 2 (Enhanced access to on-grid and off-grid renewable energy). It also acts as a positive enabler for other actions of the MIP, especially those under SO2 (Agriculture, forestry and fishery sectors follow more sustainable food systems, livelihoods and production patterns) of Priority Area 1, and SO2 (More inclusive and equitable quality basic education), SO3 (Foster innovation and digital transformation for inclusive growth) and SO4 (Enhanced opportunities for youth to sec
