Contract related to: Appui au renforcement de la resilience des communaut¿s par l'am¿lioration de la s¿curit¿ et des opportunit¿s ¿conomiques durables dans les Paysages Virunga & Couloir Vert Kivu-Kinshasa - Communities of eastern Congo regularly face attacks of rebel groups (more than 150 in the region), human rights abuses (including gender based acts of violence committed by armed groups, security forces or civilians), absence of basic infrastructure (water, energy) as well as social and security services from the State, resulting in thousands of IDPs spread in the provinces and around the towns of Beni, Bunia and Goma. Grand Nord-Kivu and South Ituri regions are nevertheless the economic engine of the country representing the country¿s bread-basket. Unfortunately, the lack of economic opportunities contributes to the recruitment of young people into militias. These armed groups find most of their income in illegal exploitation of wood for charcoal (Petit Nord-Kivu) and trafficking cocoa (Grand Nord-Kivu) with the neighbouring countries, as well as in illegal mining exploitation.Several national security and defence forces are active in an effort to restore the rule of law. The DRC Armed Forces (FARDC) have three different brigades deployed and the Congolese National Police (PNC) operate in urban and peri-urban areas. Finally, the rangers of the Congolese Institute for Nature Conservation (ICCN) in Virunga National Park, Mont-Hoyo Reserve and Okapi Wildlife Reserve (RFO), have a jurisdiction extending to 50 km from the parks¿ boundaries.MONUSCO is planning its withdrawal from North Kivu for the end of 2024, and from Ituri in 2025, after 25 years of presence on the ground. It already completed its mission in South Kivu. MONUSCO has been responsible for protecting people in remote areas, as well as working behind the scenes to rehabilitate roads (using military engineering) and creating direct and indirect jobs. This will leave a security vacuum that the government and national security forces will not be able to fill. It will have negative impact on the protection of civilians and the stability of the whole region.Eastern DRC is crossed by the Global Gateway strategic corridors 6 and 8 that run from Mombasa to Douala. The objectives for the corridors are twofold in this region: boost local cross-border legal trade with Uganda and Rwanda and re-establish the connection between eastern DRC, a major food production area and Kinshasa, the country¿s main market, mainly via water transport and the road Beni-Kisangani (RN 4).If security is necessary for economic development, economic development is equally a vector of security as it allows militiamen to return to civilian life to earn a living in more decent conditions than those that prevailed when they were enlisted and/or if the revenue from the legal trade surpasses the revenue from illegal trade of agricultural products.
