Objectif officiel

The overall objective of the action is to support Kenya to advance towards effective and inclusive climate resilient low-carbon economy and society.The Specific Objective (SO) of the action is to strengthen the sustainability and reliability of the electricity system.Outputs include:1) Increased power generation and energy storage capacity from renewable sources To strengthen Kenya¿s electric system by increasing generation capacity, particularly for base load power, and storage, as well as to support or unlock private sector IPP projects.The investments will encompass the rehabilitation and extension of existing generation assets as well as new capacity based on hydro, wind, geothermal or solar energy, including construction, installation or integration of load control and energy storage solutions (Pumped Hydro Storage - PHS and/or Battery Energy Storage Systems - BESS) to increase the balancing service capacities of the national Kenyan power system, while taking into account climate variability and its potential implications for energy system performance. The selection of projects to be supported will be based on their quality of entry (maturity of preparation), environmental, social and human rights due diligence and an assessment of potential for participation of EU private sector and EU content.The action will integrate human-rights due diligence to cover land tenure, access to natural resources, livelihoods, respect for indigenous people rights and meaningful participation throughout project preparation and implementation.2) Strengthened capacities of public and private stakeholders in renewable energy policy and investment deliveryTo strengthen energy policy and regulatory framework, improve accountability, participation and transparency in the sector governance; enhance capacity of private sector to deliver energy services and increase job and entrepreneurship opportunities for women and youth, including those from socio-economic disadvantaged backgrounds.Tehcnical Assistance will support the EU Delegation in improving engagement with the private sector and the assessment of investment opportunities, including mapping EU companies active in Kenya and providing local expertise to identify and position the EU PS in emerging projects and DFI operation, reinforcing energy sector market intelligence. It will also support the Ministry of Energy and Petroleum and key sector institutions as the Regulator EPRA and electric utilities, notably KenGen, GDC, KETRACO and KPLC in the preparation and implementation of priority projects and procurement processes including technical specifications, particularly for new PPP, IPP and ITP initiatives, with the objective of improving transparency, accelerating project preparation and facilitating EU private sector participation.
