Objectif officiel

The proposed action supports the development of a sustainable, efficient and transparent energy sector in Lesotho. Despite recent progress, access to electricity remains limited and uneven in the country, with pronounced rural¿urban gaps and particular challenges for women and female¿headed households who are disproportionately affected by multidimensional energy poverty and reliance on traditional biomass for cooking, heating and lighting. Limited citizens' participation further complicates the landscape, hindering inclusive development and comprehensive accountability.At the same time, Lesotho has significant untapped solar, wind and hydropower potential, but expansion of clean energy infrastructure is constrained by fiscal and finance limitations, regulatory bottlenecks and political and governance risks that distort the market and affect the business environment, thus limiting private investment. The government is pursuing wide¿ranging reforms, including commitment under the Mission300 initiative, to become a net exporter of clean energy within a policy framework that is aligned with the European Green Deal, the 2030 Agenda and AU Agenda 2063. Against this backdrop, the overall objective of the action is to support a sustainable, efficient and transparent energy sector, with enhanced investment climate, in order to contribute to economic development and poverty reduction, while ensuring equitable access and benefits for all. The intervention logic focuses on two specific objectives:improving energy sector planning, regulation and financial and market frameworks, and increasing transparency and accountability in the energy sector. Under these outcomes, the action will deliver a comprehensive, institutionalised planning framework integrating environmental, climate and gender safeguards; clearer and more predictable regulatory, financial and market frameworks for on¿grid and off¿grid renewable energy; strengthened technical planning tools and grid management capacity for integrating renewables; enhanced government oversight and anti¿corruption mechanisms in energy procurement and public financial management; and more informed and engaged citizens, civil society and media on energy governance. The action is expected to lead to short¿ and medium¿term outcomes in terms of more effective, inclusive and accountable energy governance, which in turn will contribute to the longer¿term impact of a greener, more resilient and gender¿responsive energy system that underpins inclusive growth and poverty reduction.The proposed Action aligns with the objectives and priorities outlined in the Multi-Annual Indicative Programme (MIP) 2021-2027.
