Rwanda - Renforcement du système de transmission du Rwanda et connectivité du dernier kilomètre

Objectif officiel

The proposed operation is an ADF Loan for UA 26.08 million and ADF Grant for 33.65 million to the Republic of Rwanda, to finance the Transmission System Reinforcement and Last Mile Connectivity Project (TSRLMC). The TSRLMC Project is designed as part of the USD 670 million multidoor Rwanda Universal Energy Access program that is being co-financed by the World Bank Group (WBG), OPEC Fund for International Development (OFID), Saudi Fund for Development (SFD), Agence Française de Développement (AFD), and the European Investment Bank (EIB). The Bank’s contribution will represent 40% of the program costs. The Project complements Bank’s on going transmission, on grid and off grid initiatives in the sector as well as benefit from further consolidating its leadership role as Chair of Access Energy Sector Working Group. It meets the desires of the beneficiaries (project area communities and Government Agencies) who acknowledge lack of electricity access and /or insufficient electricity supply as affecting their social wellbeing and hindering socio-economic development. Key Project components include: (i) last mile grid access, by installing 595 km of Medium Voltage (MV) distribution lines, 1,620 km Low Voltage (LV) networks, installing 585 distribution transformers; (ii) distribution network reinforcement, installing 1,720 km of LV, 563 MV lines and 658 transformers; (iii) transmission line (137 km of 110 kV line) and substations construction; (iv) project engineering, supervision, feasibility study and audit; (v) project implementation; and (vi) Environmental and Social Management Framework (ESMF) and Resettlement Action Plan (RAP) implementation. The project primely contributes towards climate mitigation result. As such 70% of the total approval is attributed as climate finance, out of which USD 127 milion is mitigation finance.
