Tunisia Energy Efficiency and Biomass project

Objectif officiel

The objectives are to: (a) address the barriers in scaling-up energy efficiency/co-generation investments; and (b) help design and implement a biomass action plan, with dissemination and communication activities on biomass potential in Tunisia. The Project consists of two components: 1. In order to address the barriers to scaling-up EE/cogeneration investments, this project proposes a technical assistance program mainly targeted at enhancing EE/cogeneration related technical skills in the financial community, and financial and project implementation skills in the industrial community as a complement to the new line of credit which has been set-up with a $55 million loan from the World Bank (approved by the Board of the World Bank on June 30, 2009). 2. In addition, this project will seek to tap the vast biomass potential through specifically designed technical assistance and capacity building, feasibility studies to prepare the development of pilot projects, and financing/co-financing of the first pilot projects. The funding will be used as the following: Capacity Building and Market Outreach (US$ 1.5 million); Biomass Feasibility Studies and Pilot Projects (US$ 0.5 million) and Institutional and Capacity Building for Biomass Development (US$ 0.3 million). 10/7/10. Reason for slippage of Board Date from 1/4/2011 to 4/15/2011 is due to delays on preparation of Biomass Component of the Project. The agency in charge, ANGED has not decided investment framework and potential farms to be co-financed with GEF funds yet. 2/24/11. SECBO approved Board slippage from May 13, 2011 to FY12. Due to country conditions there have been delays in the preparation work and input from the implementing agency. Board approval date revised to August 30, 2011 as Board is not expected to be meeting on August 12 (Friday). 3/31/11. The main reason for delay is the unrest in Tunisia and Bank's travel limitations to the regions, where the Biomass component of the project will be implemented. Normally, our consultant was supposed to visit the regions in January 2011 but could not so far. Authorization to appraise slipped from 5/9/11 to 6/30/11 and Board approval from 8/30/11 to 10/25/11. The proposed milestones are as follows: QER: June 15, 2011 Decision Meeting: June 30, 2011 Appraisal: July 11, 2011 Negotiations: July 25, 2011 GEF CEO Endorsement: September 9, 2011 Board: October 25, 2011 9/13/11. QER planned for end-September is postponed to end-October and Board approval from December 2011 to mid-February 2012. Reason: Delay in the Consultants report review by the Client and other Team members. 10/5/11. As per SM's and GEF Coordinator's instructions, Board approval date slipped from 2/28/12 to 3/22/12. Robert Wegener confirmed that there is no need for an email to him requesting for the change.
