Energy and Environment Upgrading (GEF) Project

Objectif officiel

The main objective of the Sidi Bernoussi Environment and Energy Upgrading Project is to develop a sustainable energy efficiency services market in Morocco through a model with innovative features which could be more widely replicated. This will be achieved through: (a) a dynamic information and marketing campaign on efficiency opportunities among the stakeholders (industrial units, service and equipment suppliers, banks); (b) providing adequate technical expertise and (financial) risk sharing instruments to overcome the obstacles to investments; (c) upgrading of the supply of efficiency services aiming at fostering Energy Services Companies which will emege only with the perspective of a promisinig enough market; and (d) adequate financing mechanisms required when industrialists are unable to mobilize sufficient amounts out of their own resources. The second but indirect objective of the project is to contribute to the sustainable development of the industrial park by contributing to solving overall environmental and social problems. 04/17/02. Project Brief completed in March 2002. 06/12/02. Project Brief to be submitted Regional Coordinator and to ENVGC for comment and approval this month and subsequently for GEF CEO for approval. 09/11/02. The Project Brief was circulated to the GEF Secretariat and Implementing Agencies, etc. on Augsut 31. 2002. Pipeline approval expected in October/November 2002. 11/22/02. Pipeline entry approved in October 2002. We are currently finalizing the complete documentation, including procurement, ISDS, to be submitted to GEF for final approval in December 2002. 03/25/03. The project was endorsed by the GEF Council and the next step is to have the legal documentation signed by the Country Director. The project is expected to be launched end-April. 07/02/03. The main reason for the delays was due to the unexpected delays in the preparation of the Grant Agreement by FFEM. Grant agreement signed on July 2, 2003. 05/03/2004. With the retirement of the Task Team Leader (Rene Mendonca), the new TTL is Nourredine Bouzaher effective today. 09/28/04. Next supervision is planned for November 2004.
