Objectif officiel
THIS CREDIT WILL BE BASED UPON THE GOVERNMENT'S PFP WHICH SETS OUT THE GOVERNMENT'S MEDIUM-TERM STRATEGY. THE PRINCIPAL OBJECTIVES OF THE CREDIT ARE TO IMPROVE BUDGETARY MANAGEMENT, IMPROVE THE ENVIRONMENT SECTOR, AND LAY THE BASIS FOR CIVIL SERVICE REFORM. THE OPERATION CONSISTS OF PUBLIC EXPENDITURE REFORM, PRIVATIZATION AND PENSION FUND REFORM AS THE FIRST STAGE OF FISCAL SUSTAINABILITY AND CIVIL SERVICE REFORM. High risk. IMF program off track. Was originally Q3 of FY01 but has now been delayed until Q1 FY02 because of slippages in the IMF program which the proposed credit supplements. In line with the agreed economic and structural measures contained in the approved Policy Matrix, the Bank Group will use this vehicle to help the authorities move forward with implementation. This assistance will consist of several in-field visits by relevant staff and consultants (as needed) to monitor progress under various components of the SAC, propose corrective measures whenever necessary, as well as informing Bank Management promptly. The proposed credit would support the Government's effort to: (i) consolidate and reinforce progress in fiscal stabilization and sustainability undertaken under its reform Program with IMF, in particular through adequate reform of the pension funds to normalize their financial relationships with the budget, and address the arrears to pension funds which should open the way for a civil service reform; (ii) improving the competitiveness of the port and its contribution to growth and to macroeconomic stabilization effort; and (iii) support the government#s privatization program which aims at enhancing the overall efficiency of the national economy.
