Low construction productivity necessitates automated progress monitoring to replace current labour-intensive methods. While the significant impact of tower cranes on project performance is broadly recognised, a more specific understanding remains limited—specifically, how, to what extent, and in which contexts this impact is exerted. Furthermore, although several crane-based progress monitoring methods have been proposed, what is required for these methods to be actually widely adopted in practice remains unclear. This paper addresses these gaps through a literature review and semi-structured expert interviews with site supervisors, equipment engineers, and crane operators in Asia and the United Kingdom. The findings provide a detailed understanding of how tower cranes impact project cost, schedule, and safety— including their substantial cost implications, their frequent position on the critical path, and the high rate of crane-related fatalities— confirming tower cranes as a valuable source of construction progress information. The interviews also clarify current practices in crane operations, which rely heavily on manual work and face challenges in achieving effective progress monitoring. Finally, key information requirements for valuable crane-based progress monitoring are identified, including the acquisition of detailed component-level lifting data and the duration of individual lifting activities. These findings provide a clearer understanding of the multi-dimensional value of tower cranes and establish a foundational roadmap for developing a robust crane-based construction progress monitoring method in future research.
