Management quality as a priority over quantitative indicators: concept, value-goal rootedness, and the problem of managerial reflection

The article examines the problem of the relationship between qualitative and quantitative dimensions in organizational management. The aim is to substantiate the thesis of the priority of the qualitative content of management decisions over formalized metrics. The relevance is driven by the contradiction between the expanding capabilities of digital analytics and the declining quality of strategic decisions under excessive reliance on quantitative indicators. The methodological basis comprises the systems approach, philosophical hermeneutics, and activity theory. An in-depth analysis of three systemic distortions generated by the absolutization of quantitative metrics has been conducted: goal displacement, compression of the time horizon, and displacement of the immeasurable. Central place is given to two components the concept (idea) and value-goal rootedness analyzed as the foundation of a sustainable enterprise. Using the example of the Rosatom State Corporation Production System, the mechanism of qualitative management in the long-term perspective is revealed. The results show that the experience of Rosatom State Corporation represents a convincing example of the priority of value foundations over quantitative indicators. The article contributes to management theory through the development of the concept of managerial reflection as a key instrument of qualitative assessment. Further perspectives are associated with the creation of methods for qualitative evaluation of management activities and their validation in organizational practice.
