DIGITAL TRANSFORMATION IN TELANGANA GOVERNMENT: A STUDY OF SOFTWARE-BASED E-GOVERNANCE APPLICATIONS AND THEIR ROLE IN PUBLIC SERVICE DELIVERY

Digital transformation has become a central component of contemporary public administration, changing how governments design, manage, and deliver public services. Telangana has developed a substantial digital-governance ecosystem combining citizen-service portals, higher-education admission systems, digital payment platforms, scholarship-management applications, public financial-management systems, departmental workflow applications, data-exchange platforms, cloud infrastructure, and emerging artificial-intelligence capabilities. This study examines selected software-based e-Governance initiatives in Telangana, with particular attention to MeeSeva, Degree Online Services Telangana (DOST), T-Wallet, ePASS, Integrated Financial Management and Information System (IFMIS), departmental applications, and the Telangana Data Exchange (TGDeX). The study adopts a descriptive and analytical research design based on secondary sources, including official government portals, policy documents, government reports, and institutional publications. The analysis evaluates the selected systems across accessibility, efficiency, transparency, integration, security, scalability, data governance, inclusiveness, and citizen-centricity. The evidence indicates that software-based governance can reduce dependence on paper-based processes, centralise access to services, automate admissions and financial workflows, improve transaction and application visibility, and enable data-driven administration. At the same time, digital transformation introduces challenges related to the digital divide, cybersecurity, privacy, interoperability, data quality, system availability, legacy systems, and human oversight in automated decision-making. The paper proposes a Telangana Digital Governance Evaluation Framework (TDGEF) with eight dimensions—Technology, Efficiency, Linkage, Accessibility, Neutrality and Inclusiveness, Governance, Assurance, and Data-driven capability—to support systematic evaluation of government software. The study concludes that the next phase of digital governance should move beyond isolated portals toward secure, interoperable, inclusive, multilingual, and evidence-based digital public infrastructure.
