Policy frameworks play a crucial role in fostering start-up ecosystems within Indian higher education institutions by providing strategic direction, financial support, and institutional mechanisms for innovation and entrepreneurship. In recent years, India has witnessed significant policy interventions aimed at transforming universities and colleges into centers of start-up activity and innovation. This paper examines key policy initiatives such as the National Education Policy (NEP) 2020, Startup India, and other government-led programs that promote entrepreneurial culture among students and faculty. These frameworks emphasize the integration of entrepreneurship education, establishment of incubation centers, and strengthening of industry-academia collaboration. They also provide financial assistance through grants, seed funding, and incentives, enabling young innovators to convert their ideas into viable business ventures. Furthermore, policies encourage interdisciplinary learning, research commercialization, and the use of digital technologies to enhance innovation capacity within institutions. Despite these advancements, challenges such as limited awareness, bureaucratic hurdles, and uneven implementation across institutions persist. The study highlights the need for effective execution, institutional support, and continuous monitoring to maximize the impact of these policies. Strengthening coordination between government bodies, educational institutions, and industry stakeholders is essential for building a robust start-up ecosystem. In conclusion, policy frameworks are instrumental in nurturing innovation and entrepreneurship in higher education, contributing significantly to economic growth, employment generation, and the vision of a self-reliant India.
