Defense AI has succeeded at four layers and created a fifth problem. Data integration, command and control, fleet-scale coordination and platform autonomy all work, and their success is precisely what makes the missing layer decisive. When every sensor, platform and agent is intelligent, nothing in the architecture is responsible for keeping the force coherent. Continuous mission intelligence is the ability of a distributed human-machine system to hold a current and reconstructable mission state across time, systems and operating conditions, and to use observed consequences to improve the next operating cycle. This paper assesses Palantir AIP and Gotham, Anduril Lattice, Shield AI Hivemind, the US Army NGC2 programme, NATO digital transformation and DARPA DICE against that definition using each organisation's own published material. Every one solves a major layer. None solves continuity end to end, and DARPA funding active research into long-horizon coordination among heterogeneous agents is a public statement that the problem is unsolved. The Army's own field analysis from the Joint Multinational Readiness Center reports the consequence already: more systems and more data streams overwhelming command posts and producing a desynchronised fight. Seven mechanisms fracture mission coherence at machine speed. Eight architectural properties close them. Coherence requires federation, not centralisation, because a central model fails hardest in exactly the degraded conditions where continuity matters most. The paper closes with a two-cycle evaluation protocol that any programme office can run against any vendor, including the author's own. Version 2.0 supersedes version 1.0.
