Strengthening Global Citizenship Education Through Meaningful Learning with Concept Mapping in Elementary Civic Education

Civic education in Indonesian elementary schools often emphasizes national values while paying limited attention to global citizenship awareness, leaving students underprepared to connect local responsibilities with global issues. This study aimed to describe the implementation process of Meaningful Learning through Concept Mapping, to examine students’ understanding of the Rights and Obligations concept, and to assess students’ active engagement after the approach was applied in Pancasila Education learning. A mixed-methods approach with a Convergent Parallel Design was used, involving 20 fifth-grade students and one classroom teacher at a public elementary school in East Java, Indonesia, with data collected through observation, interviews, tests, and questionnaires across four meetings. Results showed that concept maps evolved from linear to hierarchical structures, students’ average scores rose from 58.00 to 83.25 with a moderate N-Gain of 0.64, and active participation increased substantially. The approach was found effective for strengthening global citizenship awareness within Pancasila Education.
