The global extraction sector currently faces a critical assurance gap where safety management remains a reactive, paper based exercise rather than a proactive engineering control. This disconnect between administrative risk assessment and field execution often results in catastrophic operational failures, specifically in drill and blast activities near sensitive community boundaries. This research introduces the Smart Integrated Risk Management (SIRM 1.0) Enterprise Blast Designer, a mobile responsive, digital first framework developed to enforce geometric integrity at the point of operation. Built on a Python 3.10 logic core and deployed via the Gradio framework, SIRM 1.0 transitions blast design from subjective human estimation to deterministic mathematical validation. The system incorporates established engineering thresholds, including the USBM RI 8507 vibration limits and established stiffness ratio principles, to function as a digital gatekeeper. Through a series of operational simulations in hard rock granite environments, the application demonstrated a 100% success rate in intercepting non-compliant geometries. The logic engine effectively flagged insufficient stemming lengths and excessive charge weights, providing immediate prescriptive corrective measures to the user. Furthermore, the research utilizes a Hybrid Cloud architecture, integrating Google Sheets for real time database synchronization and Cloudinary for secure forensic evidence storage. This ensures an immutable digital audit trail, addressing the lack of transparency identified in major industrial disasters. By democratizing high level engineering logic on the pit floor, SIRM 1.0 provides a scalable solution for modernizing mining safety, reducing environmental impact, and establishing institutional accountability in the Mining 4.0 era.
