Although Abraham Lincoln had no formal foreign policy preparation or international involvement prior to 1860, he was an adept and successful director of the Union's foreign relations. He maintained ultimate control of U.S. foreign policy, which combined a decisive blend of threat and compromise and included the timely issuance of the Emancipation Proclamation. His successful partnership with Secretary of State William Henry Seward avoided a disastrous second war with Great Britain or France and forestalled European intervention in the American conflict, which could have led to Confederate victory. These policies were crucial to the North's victory and Lincoln's determination to preserve the nation's republican experiment, but his suppression of Native Americans and attempts at colonizing free Blacks were less laudatory.
