Formation of a methodological toolkit for assessing socially responsible medical entrepreneurship in ukraine

The article substantiates a methodological toolkit for assessing socially responsible medical entrepreneurship in Ukraine as a multidimensional phenomenon that combines economic viability, the quality and safety of care, accessibility, ethics, transparency, and public value. The relevance of the study is determined by the transformation of the Ukrainian health care system, the Medical Guarantees Program, digital health data, the growing role of private and municipal providers, and the need for regulation to ensure compliance and encourage responsible behavior. The article examines the main assessment approaches: compliance-based, clinical quality, economic performance, social accessibility, patient-centered, ESG-oriented, institutional-regulatory, service quality, and integrated approaches. It is argued that none of them alone provides a complete understanding of social responsibility in medical entrepreneurship, since formal compliance with licensing requirements does not guarantee quality of care, financial sustainability does not always reflect measures of safety and accessibility, and patient satisfaction should supplement public benefit. The study proposes an author’s logic for constructing an integrated index that encompasses compliance, clinical quality, social accessibility, patient-centredness, labor practices, ethical governance, digital transparency, environmental responsibility, and financial sustainability. Particular attention is paid to combining quantitative and qualitative indicators, open data of the National Health Service of Ukraine, self-assessment, external audit, patient experience and expert weighting. The proposed toolkit should not be interpreted as a purely controlling mechanism. Its practical value lies in classifying health care providers, identifying strengths and weaknesses of their responsibility profiles, improving state regulation, developing non-financial reporting and creating incentives for responsible competition. The approach is relevant for Ukraine in the context of war, post-war recovery, regional disparities, personnel shortages and rising expectations regarding fairness and quality of medical services.
