RiskOnto is an ontology-driven cybersecurity risk assessment framework that integrates vulnerability, threat, mitigation, cybersecurity framework, and security-control knowledge to support structured risk reasoning and explainable decision-support outputs. This v1.0.0 research artifact accompanies the COSE Revision 2 journal submission and contains the consolidated RiskOnto ontology, WebGoat SUT ontology, source code, normalized scanner data, evidence, reproducibility documentation, and manuscript material used in the reported evaluation. The artifact corresponds to GitHub tag v1.0.0 at commit 108954781d76432bd1cbfe2a6c45dca71b2ecdc7.
