This repository contains SAS code and accompanying data files for identifying and classifying Home- and Community-Based Services (HCBS) claims in Medicaid Transformed Medicaid Statistical Information System (T-MSIS) Analytic Files (TAF), and for comparing three different HCBS identification methods.This code applies three HCBS identification methods to a 20% random sample of Medicaid beneficiaries from 2021 to 2023, then compares the results at the claim level and the person level. The three methods implemented are: Wang, Qi, and Konetzka method — from their paper “Home- and community-based care in the new generation of Medicaid administrative data.”Mathematica method — the team’s synthesis of the approach described in the 2024 Mathematica report “Methodology for Identifying Medicaid Long-Term Services and Supports Expenditures and Users, 2022” (Stepanczuk, Murray, Carpenter, and Wysocki).Unified, modified approach — the team’s own synthesized method, described in “How Should We Identify Home- and Community-Based Services (HCBS) in Medicaid Claims Data?
