Public-Private Partnerships in TVET for Sustainable Entrepreneurship

Rapid technological change, evolving labour-market demands, and sustainability challenges require Technical and Vocational Education and Training (TVET) systems to strengthen collaboration with industry and government to develop entrepreneurial competencies that support sustainable development. This conceptual chapter examines how Public–Private Partnerships (PPPs) strengthen TVET systems to promote sustainable entrepreneurship. Drawing on a critical synthesis of literature and integrating the Triple Helix Model, Human Capital Theory, and Systems Theory, the chapter proposes a conceptual framework explaining how PPPs enhance curriculum relevance, work-based learning, resource mobilisation, innovation, and entrepreneurial competence development. It further analyses how these collaborative mechanisms contribute to economic, environmental, and social sustainability while identifying key implementation challenges. The chapter concludes that context-sensitive PPP frameworks are essential for creating entrepreneurial ecosystems that strengthen TVET responsiveness, promote sustainable enterprise development, and contribute to inclusive socio-economic transformation.
