SparseSOM Phase 1: reproduction pipeline and claims

Entry point for reproducing the Phase 1 manuscript: the Docker-pinned pipeline, frozen results, and the machine-checked claims register (configs/claims.yaml with repro verify). v1.1 rewords the claims to match the arXiv v2 text and adds the cross-repository delegation manifest; there are no pipeline, data, or check-value changes versus v1.0, whose tag remains the artefact corresponding to arXiv v1. A credential-free fresh clone at this tag reproduces the outline check set 17/18 with one designed skip.
