THE EVOLUTION OF BRAZILIAN STATE CAPACITY TO IMPLEMENT CASH TRANSFER POLICIES: AN INTEGRATIVE REVIEW BASED ON TCU MANAGEMENT REPORTS AND AUDITS (2003–2024)

Brazilian cash transfer policies are central instruments of social protection, poverty reduction and inequality mitigation, but their implementation depends on the State’s capacity to organize legal frameworks, systems, registries, payment flows, control mechanisms and federative coordination. This study aims to analyze the evolution of Brazilian state capacity to implement cash transfer policies between 2003 and 2024, with emphasis on the Bolsa Família Program, Auxílio Brasil, the New Bolsa Família and the Single Registry, considering management reports, audits by the Federal Court of Accounts, federal legislation and scientific literature. This is an integrative review with a qualitative approach, based on bibliographic and documentary analysis. Academic documents, technical studies, ministerial reports, Federal Court of Accounts rulings and federal regulations related to the implementation, governance, targeting and control of income transfer policies were selected. The results indicate that Brazilian state capacity developed across five main axes: administrative capacity, expressed in the structuring of management and operational systems; informational capacity, centered on the Single Registry and data cross-checking; federative capacity, linked to municipal action and intergovernmental coordination; oversight capacity, evidenced by audits and registry reviews; and distributive capacity, related to coverage, targeting, equity and benefit adequacy. It concludes that Brazil has consolidated a robust large-scale cash transfer structure, although it still faces limits regarding registry quality, targeting, equity, federative coordination and data governance.
