Metrocity Grid Augmentation: Committing to an Energization Baseline

This case is set in September 2024 in Metrocity, a Lahore-like megacity experiencing visible strain in the quality of its urban electricity services. A newly elected government has prioritized ‘urban relief’ and infrastructure delivery, placing the National Transmission Utility under pressure to commit to an energization date for a grid augmentation project. The intervention appears straightforward: adding an additional transformer (T3) at a critical 220 kV node, along with the associated bays, protection and control integration, and commissioning. However, the project is subject to several dense-city constraints, including land and right-of-way (ROW) issues, municipal permissions, limited outage windows, procurement lead times, and multi-actor interface approvals involving the distribution company. The protagonist, Mohsin Jahangir, must recommend the baseline commitment the utility should make–fast-track, realistic, or hybrid mobilization–and identify the assumptions that must be made explicit for that commitment to remain achievable.
