Circular Economy-Based Municipal Solid Waste Management: A Review of Literature with Reference to Haridwar, India

The rapid growth of urbanization, population, tourism, and changing consumption patterns has significantly increased municipal solid waste (MSW) generation worldwide, creating serious environmental, social, and economic challenges. Traditional linear waste management systems based on the "take–make–dispose" approach have proven inadequate for achieving long-term sustainability. In response, the circular economy (CE) has emerged as an effective framework that promotes waste prevention, resource efficiency, recycling, reuse, recovery, and the regeneration of materials within closed-loop systems. This review paper critically examines the existing literature on the application of circular economy principles in municipal solid waste management, with particular reference to Haridwar, Uttarakhand, India. Relevant peer-reviewed journal articles, review papers, government reports, policy documents, and institutional publications were systematically reviewed to identify major research themes, technological developments, policy initiatives, implementation challenges, and future opportunities. The review indicates that circular economy practices, including source segregation, recycling, composting, material recovery, and waste-to-energy technologies, can significantly improve environmental sustainability and resource utilization while reducing landfill dependency. However, barriers such as inadequate infrastructure, weak policy implementation, limited public awareness, financial constraints, and institutional challenges continue to hinder effective implementation, particularly in pilgrimage and tourism-based cities. Haridwar represents a unique urban context due to its seasonal influx of millions of pilgrims, resulting in substantial fluctuations in municipal solid waste generation and increased pressure on local waste management systems. The review identifies significant research gaps related to localized circular economy implementation and highlights the need for integrated planning, technological innovation, stakeholder participation, and evidence-based policy interventions. The findings of this review provide valuable insights for researchers, policymakers, and urban planners working toward sustainable municipal solid waste management and circular economy implementation in India and other developing countries.
