This research explores the management processes involved in transforming agritourism pre-clusters into sustainable mature clusters. Within the research framework, the problem of strengthening the cluster model of sustainable development activities aimed at integrating agricultural production with the provision of tourism services was examined. Namely, conditions were considered in which there are difficulties in organizing shared resource flows among pre-cluster participants and ensuring their joint development without adverse consequences for future generations. This research focuses on developing a priority tool for optimizing resource flows that triggers the transformation processes of agritourism pre-clusters into sustainable mature clusters. It is expected that this will make it possible to define the conditions for strengthening production and marketing linkages among participants in the p-cluster value chain, to enhance the integration of their activities, and to increase the synergies from joint cooperation, thereby contributing to the achievement of the United Nations Sustainable Development Goals (2015). This research identifies the conditions for transforming the agritourism pre-cluster of the Uzhansky terroir into a sustainable mature cluster based on the optimization of resource flows using dynamic programming tools. These results are explained by the following: – the structural displacement of external agents from the cluster’s supply and distribution chains eliminates dependence on them, creates closed-loop resource flows, and ensures the retention of most added value within the system; – the identification of key and stabilizing agents within the production and distribution system forms coordination cores and a resilient architecture of cluster interaction within internal production-supply chains. The findings can be applied in the management practice of agritourism pre-clusters, provided that there is a sufficient level of cooperation among participants, readiness to coordinate resource flows, and the implementation of joint governance mechanisms.
