While international success in Japan, China, and South Korea is rooted in centralized national organizational governance, Taiwan followed a distinctive trajectory defined by private associations and market mechanisms. A historical analysis of artistic swimming in Taiwan from 1999 to 2024 is periodized into three pivotal stages. The nascent era (1999–2012) shows how foreign coaching catalyzed private actors to overcome systemic deficits in funding and facilities. The second stage (2013–2022) demonstrates the onset of governance conflicts and internal factionalism, alongside a strategic shift towards inclusive sport and para-artistic swimming to maintain global visibility. The final period (2023–present) reveals the sport’s integration into Taiwan’s bespoke education market and academic advancement culture. The prevalence of sport commercialization, coupled with a persistent absence of state policy, fostered a closed social network. These structural conditions have hindered stable institutional growth and continue to constrain the international competitiveness of artistic swimming in Taiwan.
