Purpose Stress Test Zero is a mandatory screening stage that must be completed before opening the main Strategic Policy Stress Test—whether in its Executive, Standard, or Full Reference form. Zero does not determine whether a policy is well designed. It addresses a prior question: Is there a sufficient basis to begin designing this policy at all? Until Zero has been passed, discussion should not proceed to policy scale, governance arrangements, performance indicators, budget allocation, or implementation mechanisms.
